40 Community Mental Health Teams to Tackle Crises
By the end of 2025, Portugal aims to establish 40 Community Mental Health Teams (ECSM), focusing on providing urgent support to both adults and youth. These teams will play a vital role in addressing mental health crises, offering timely and specialized care. According to a regulation approved by the Official Gazette, 20 of these teams are already operational, with the remaining 20 in the process of being set up. These teams will be strategically distributed across mainland Portugal to ensure that the initiative reaches a broad spectrum of communities.
Structure and Function of Community Mental Health Teams
Each Community Mental Health Team is a multidisciplinary unit designed to offer comprehensive care to individuals in need. These teams include various professionals from forensic units, primary care services, the National Network of Integrated Continuing Care, and other relevant local structures. The primary care teams within these units are staffed with specialized professionals who provide tailored interventions to improve individuals’ well-being. This support includes coping strategies, personalized therapies, and follow-up care to ensure long-term wellness.
The government’s financial investment will focus on enhancing these teams’ capabilities, ensuring that they can provide high-quality care that is both accessible and continuous. Minister of Health Paula Martins officially approved the financial regulation, underscoring the importance of improving the quality and differentiation of community mental health services.
Financial Support for the Teams
Each of the 40 Community Mental Health Teams will receive up to 50,000 euros in funding, with the government covering 100% of the costs for eligible projects. This financial support is crucial to maintaining and expanding mental health services, enabling the teams to enhance their outreach and effectiveness.
The legislation highlights the importance of mental health in the overall well-being of individuals, noting that mental disorders are among the leading causes of disability in Portugal.
