NORTH HAVEN — Rachel Collins, a 44-year-old mental health counselor, has admitted to defrauding Medicaid of $1.6 million over a period of six years.
Between 2018 and 2024, Collins allegedly submitted fraudulent claims for psychotherapy services. The claims included dates when she was employed by another provider, times she was traveling out of state, and sessions with clients she was no longer seeing.
As part of her agreement with authorities, Collins has committed to paying full restitution to Medicaid. She faces a potential sentence of up to 10 years in prison.
